HSE Manager (Ref.No. R1013013)

You will enjoy having these responsibilities:
▪ Report to APAC HSE Director regarding the status of HSE Matters on the project sites and report any non-compliance with any Safety and Environmental issues.
▪ Advise the management on legal and contractual requirements affecting the health and welfare of the workers
▪ Liaise with HSE Consultants, Subcontractors, Government Officials, Medical services, and Professional Bodies.
▪ Accompany the consortium, Government Officials, and/or Client on a site visit and follow up on their recommendations.
▪ Prepare the Health, Safety, Environmental related plan and/or procedures.
▪ Prepare Audit plans, Training Plan/Matrix, and schedule annual drills.
▪ Review subcontractors' Health Safety plan and/or procedures.
▪ Provide advice and recommendations to the management on the measures to be taken in the interest of safety, health, and environmental protection, including review of the method statements to ensure appropriate mitigation measures are implemented before execution of work.
▪ Perform Health, Safety, and Environmental assessment on Subcontractor and Supplier.
▪ Lead, monitor, and participate in Health Safety incident investigation (with or without personal injury) and near misses, and assist the area manager responsible to prepare factual investigation report with recommendations for future prevention.
▪ Open non-conformance report and propose solution and remedial measures for non-conforming work.
▪ Manage the HSE assessment of Subcontractors.
▪ Conduct scheduled and ad-hoc Health Safety Audit, Inspection, and liaise with the MMSP Management during the Monthly Site Safety inspection and promote or participate in meetings.
▪ Conduct Labor accommodations inspections ensuring safety standards are met in accordance of Hitachi and local Standards.
▪ Provide advice to MMSP Management and Deployment Manager to stop any unsafe work, for their consideration and action. Stop any work or worker on site if the situation demonstrates a risk of potential immediate injury.
▪ Perform root cause analysis on non-conformances and ensure follow-up with corrective and preventive action as necessary.
▪ Prepare and review all Health Safety & Environmental Corrective Action Requests
▪ Ensure provision of Health, Safety, and Environmental training, including toolbox talk.
▪ Provide HSE training and toolbox talk to project staff, labor supply staff, and sub-contractor staff.
▪ Prepare Health, Safety, and Environmental promotional material and events such as Safety Awards and Safety Campaigns.
▪ Prepare the project Major Risk Summary and disseminate after approval by the Hitachi MMSP General Project Manager to senior management onsite for onsite implementation.
▪ Able to ensure that all applicable safety requirements, procedures, and controls are established, verified, and fully implemented on site prior to the commencement of any physical works.
You have:
- Speak, write, and understand English and Tagalog fluently due to the nature of the role, which requires communication with stakeholders
- Bachelor's degree/diploma in Occupational Health & Safety and Environment
- Proven experience (min 5 years) in a similar HSE Leadership role, preferably in the railway industry
- In-depth knowledge of HSE Regulations and best practices in the Philippines
- Strong communication and interpersonal skills with the ability to influence and engage stakeholders at all levels
- Excellent problem-solving and decision-making abilities
- NEBOSH or equivalent certification is highly desirable
- Able to deliver HSE Trainings
- Experience managing: Contractors, site safety audits, incident investigations
- ISO Lead Auditor trained for 45001 and 18001
- Must be familiar with: RA 11058, DOLE 198-18, DOLE EO 252, PD 1586, DENR Regulations (Waste Management and Pollution Control), local rules (LGU, fire safety, etc)
- Trained and Certified: First Aider, BOSH, COSH, Fire Safety Trained (BFP-aligned), Incident Investigation Training, Risk assessment / HAZID / HAZOP / SIMOP (good advantage)
- Skills Required: Leadership and Supervision, Communication (coordination with workers, contractors), risk assessment and problem solving, report writing, emergency response handling
- Preferably OSH Practitioner or Consultant
