Job Descriptions
General Duties
- Regulatory Compliance: Ensure adherence to the Occupational Safety and Health (Safety and Health Officer) Regulations as prescribed by OSHA 1994.
- HSE Improvement: Identify opportunities for Health, Safety and Environmental (HSE) improvement in each Business Unit (BU) and Operating Unit (OU).
Compliance and Reporting
- Legal Compliance: Ensure all applicable legal and SDISB requirements are identified and complied with, aligning with SDISB policy, strategies, and HSE Management System.
- Incident Reporting: Coordinate HSE reporting according to the SDISB reporting matrix requirements.
- Incident Investigation: Lead and assist with incident investigations in accordance with the Incident Notification and Investigation procedure for entire SDISB.
- Technical Focus: Act as the focus person for technical issues during investigations for entire SDISB.
- Corrective Actions: Ensure audit findings and incident corrective actions are followed up and completed.
Emergency Preparedness and Authority Liaison
- ERP Implementation: Develop, implement, and regularly test Emergency Preparedness and Response Plans.
- Regulatory Reporting: Prepare and submit HSE reports to relevant authorities (DOSH, DOE, Bomba) and act as the Liaison Officer.
Risk Assessment and Training
- Risk Registers: Establish and maintain risk registers, assisting with identifying and implementing effective risk control measures.
- Training Coordination: Assist with the coordination and delivery of HSE training, including induction programs. Develop training needs analysis and training plans.
Committee and Culture
- OSH Committee: Organize and act as the secretary for the OSH committee on a quarterly basis for each BU/OU.
- Safety Culture: Coordinate and monitor safety culture initiatives, including:

Monitoring and Auditing
- Workplace Inspections: Implement and monitor programs to ensure compliance, including PPE inspections.
- Audit Coordination: Serve as the coordinator for internal and external audits (SSD, SIRIM, SDI Group Compliance, GCAD, etc.).
- Procedure Development: Develop new procedures and review existing procedures.
- Contamination Control: Perform audits as a contamination control auditor.
Planning and Promotion
- Activity Planner: Ensure all activities in the planner are implemented.
- Workplace Monitoring: Implement workplace monitoring programs, including:
Audiometric testing
Medical Surveillance
Stack Monitoring
Air Emission monitoring
Boundary Noise Monitoring
Wastewater monitoring
Chemical Hazard Risk Assessment (CHRA)
- RSO Weekly Sharing: Ensure weekly safety sharing sessions are cascaded to operations.
- HSE Campaigns: Organize and implement HSE promotions and campaigns.
Project Management
- Project HSE Compliance: Ensure all HSE activities related to SDISB requirements are met for each tender/project.
- Prepare required documentation and meet tender requirements.
- Attend discussions, kick-off meetings, and interval meetings as required.
- Develop Project Plans according to tender and client requirements.
- Monitor and ensure all safety matters are addressed for each project.
Job Requirements
- Diploma or Bachelor’s Degree in Occupational Safety & Health, Environmental Health, or SHO Certificate from NIOSH and registered with DOSH (or in the process of registration).
- Preferable a registered safety and health officer with Department of Occupational Safety Health (Green Book Holder).
- At least 3 year(s) of working experience in the related field.
- Experience in managing service operation or working in an environment where interaction or collaboration is required.
- Strong verbal and written communication skills
- Excellent interpersonal, communication and strong leadership skills
- Ability to manage multiple tasks in a deadlines-oriented environment.
- Able to work independently under minimum supervision.
- Keep up to date with HSE standards, legal & practices.
