Background


Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. Plan International has operated in Indonesia since 1969, and in 2017, Yayasan Plan International Indonesia (Plan Indonesia) was established as the national entity of Plan International in Indonesia. Plan Indonesia is currently implementing Country Strategy 5 (CS 5) covering the fiscal year 2022 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls.” Plan is a dual mandate organization, in development and humanitarian. Plan Indonesia supports the humanitarian scale-up, aiming to be the NGO partner of choice to promote and support girls in emergencies. While Indonesia is a disaster-prone country, Plan Indonesia will support the needs and gaps experienced by children and young people, particularly girls in emergencies.


The Opportunity


The Supply Chain Officer is responsible for managing procurement, inventory, and logistics to ensure the timely and compliant delivery of goods and services. The role includes overseeing supplier relationships, monitoring inventory levels, supporting budget planning, and coordinating with cross-functional teams to ensure efficient supply chain operations. The position requires strong analytical, organizational, and problem-solving skills, with a commitment to Plan International's standards, values, and mission of delivering impactful programs for children, young people, and communities.


Key Responsibility :


1. Procurement

  • Manage end-to-end procurement processes in accordance with the Supply Chain Operations Manual (SCOM), ensuring timely and compliant procurement of goods and services.
  • Prepare procurement documents including Purchase Requests, RFQs, bid analyses, Purchase Orders, contracts, and maintain complete electronic records for audit purposes.
  • Monitor procurement progress and prepare monthly procurement tracking reports.
  • Ensure timely receipt, registration, storage, and distribution of procured goods.
  • Manage supplier pre-qualification, performance evaluations, and contract negotiations to achieve quality and cost efficiency.
  • Provide procurement support and guidance to projects while escalating issues to the Senior Procurement Officer when required.


2. Asset Management

  • Coordinate asset registration, tagging, movement, maintenance, and disposal in collaboration with the Logistics Coordinator.
  • Maintain accurate asset records and support annual physical asset verification.
  • Ensure organizational assets, including vehicles, generators, furniture, and office equipment, are properly maintained.


3. Fleet Management

  • Oversee maintenance, repair, and efficient utilization of vehicles, motorcycles, and generators.
  • Monitor fuel consumption, maintenance schedules, licenses, insurance, and inspections.
  • Supervise drivers to ensure compliance with fleet procedures and safety standards.
  • Coordinate accident reporting and support fleet reporting to improve operational efficiency.


4. Office & Warehouse Management

  • Manage office supplies, housekeeping materials, office utilities, and supervise cleaning services.
  • Ensure warehouse operations, inventory records, stock movements, and storage practices comply with SCOM requirements.
  • Maintain a clean, safe, and well-functioning office environment.


5. Premises Management

  • Coordinate office maintenance, repairs, lease administration, landlord relations, and facility management.
  • Monitor office safety, security, hygiene, and space utilization while responding to operational issues promptly.


6. Reporting & Other Duties

Prepare procurement and logistics reports and perform additional tasks assigned by the Senior Procurement Officer.


7. Safeguarding, GEDSI & PSHEA

Ensure full compliance with Plan International's Safeguarding, PSHEA, Gender Equality, Disability and Social Inclusion (GEDSI) policies, Code of Conduct, and reporting procedures, while promoting awareness and accountability across all areas of responsibility.


Requirements for The Role:


Essential

  • Bachelor's degree in Management, Economics, Administration, or any related field.
  • Minimum (3) years of progressive NGO experience in Procurement, Administration, Logistics, or related area
  • Knowledge of SAP or any other procurement software will be an added advantage
  • Strong planning and organizing
  • Good knowledge of purchasing and tender management
  • Good interpersonal and communication skills
  • Good negotiation skills


Desirable

  • Solid proficiency in using computer software
  • Strong presentation, team-building, and interpersonal skills
  • Analytical thinker with strong conceptual and problem-solving skills.
  • Operate in a high-pressure, deadline-driven environment with professionalism
  • Strict reporting deadlines
  • Working with the project team and ensure project results are achieved in a timely manner without compromising quality
  • Good command over conflict resolution while maintaining important relationships: Capability to resolve conflicts
  • Plan and schedule own work and selecting appropriate methods/tools for delivery.
  • Understanding of data privacy standards

Reports to: straight line to Senior Procurement Officer
