Job Purpose

To provide strategic economic planning leadership and development insights for Transit-Oriented Development (TOD) and land-based initiatives, supporting management and Board decisions through robust feasibility, market analysis, and value optimisation in line with Prasarana’s long-term mission and governance framework.


Key Accountabilities

  • Lead financial modelling and investment appraisal for Transit-Oriented Development (TOD) and land-based initiatives, including IRR, NPV, ROI, payback period, and sensitivity / scenario analysis to assess commercial viability and risk-adjusted returns.
  • Develop and evaluate integrated development feasibility by coordinating market, financial, and technical inputs to ensure cash flow projections, cost assumptions, and revenue structures are aligned with planning, engineering, and operational constraints.
  • Provide commercial, financial, and valuation advisory on development options, joint development structures, land leasing models, and monetisation strategies, supported by recognised valuation methodologies and scenario-based financial analysis.
  • Liaise and collaborate with internal stakeholders including Finance, Group Property Development (GPD), Legal, Land & Asset Management Division (LAMD), Company Secretariat (CoSec), Risk Management, and TMO to ensure alignment on financial assumptions, governance requirements, risk exposures, approval pathways, and project delivery timelines.
  • Support Management and Board decision-making through preparation of investment papers, management papers, and Board submissions, ensuring financial justifications, risk considerations, and governance clearances are comprehensively addressed.
  • Assess and manage financial, commercial, and delivery risks through stress testing, sensitivity analysis, and coordination with Risk and Finance teams to ensure compliance with internal thresholds, funding constraints, and risk appetite.
  • Review and manage external consultants’ deliverables to ensure robustness of financial models, consistency of assumptions, and compliance with professional standards prior to internal and Board approvals.
  • Support negotiations and stakeholder engagements by providing data-driven commercial positions, valuation benchmarks, and financial impact analysis to safeguard Prasarana’s financial interests and long-term value creation.


Qualifications, Skills & Knowledge

  • Bachelor’s Degree in Property Development, Real Estate, Architecture, Engineering, Town Planning, Law, Business, or an equivalent.
  • Strong technical knowledge of building and planning requirements, including local authority guidelines, gazetted plans, by-laws, and relevant statutory regulations.
  • Minimum ten (10) years of relevant working experience in property development, landbased development, project planning, or project management. Demonstrated experience in managing complex, multistakeholder development projects is preferred.
  • Strong understanding of development economics and property market fundamentals.
  • Knowledge of valuation principles and commercial structures, including joint development and land leasing models.
