Role Overview
We are seeking an experienced MEP Cost Manager to lead the commercial and cost management aspects of all Mechanical, Electrical, and Plumbing (MEP) packages on a large-scale, high-specification facility project.
This role will support the delivery of a technically complex development involving mission-critical systems, precision engineering, and stringent operational requirements. The successful candidate will play a key role in ensuring cost efficiency, procurement excellence, and robust contract administration across the project lifecycle.
Key Responsibilities
Cost Planning & Estimation
- Develop, manage, and update detailed MEP cost plans, budgets, and forecasts
- Conduct cost benchmarking and value engineering for critical building systems (HVAC, cleanroom environments, electrical infrastructure, ELV, BMS, etc.)
- Support design teams by providing cost advice during design development stages
- Ensure alignment between budget, scope, and technical requirements
Procurement & Tendering
- Lead the full MEP procurement process, from prequalification to contract award
- Prepare and manage tender documentation, BOQs, and pricing schedules
- Perform commercial evaluations, bid comparisons, and negotiations
- Ensure procurement strategies support project timelines and risk mitigation
Contract Administration
- Administer contracts in accordance with established contract frameworks (FIDIC or equivalent)
- Manage and evaluate variations, change orders, and claims
- Review and certify contractor progress payments and final accounts
- Ensure strong commercial governance and compliance throughout the project
Cost Control & Reporting
- Monitor MEP cost performance, including budget tracking and forecast outturn costs
- Identify and manage risks, opportunities, and cost variances
- Prepare regular cost reports and commercial updates for internal and external stakeholders
- Oversee cash flow forecasting and financial tracking
Stakeholder & Project Coordination
- Work closely with consultants, contractors, engineers, and client representatives
- Provide commercial input to project leadership for key decisions
- Ensure coordination between design, procurement, and construction phases
Technical Interface (MEP Systems)
- Provide cost and commercial oversight for specialised systems, including:
- Advanced HVAC and process cooling systems
- Cleanroom or controlled environments
- Power distribution, UPS, and backup systems
- ELV, ICT, and building management systems (BMS)
- Review technical proposals with a focus on cost efficiency and constructability
