Role Overview
The Manager, Agile Delivery & Scrum Management is responsible for leading a team of Scrum Masters and Junior Project Managers supporting the Chief Data Office (CDO). This role ensures consistent, predictable delivery across the CDO portfolio by establishing delivery standards, coaching Agile practitioners, managing delivery governance, and providing executive-level visibility into program health, risks, dependencies, and outcomes. The Manager serves as the primary escalation point for delivery challenges and works closely with Product Owners, Program Management, Business Analysts, Data Engineering, Reporting, Data Governance, and CDO Leadership to ensure successful execution of strategic initiatives. Unlike individual Scrum Masters who focus on team-level delivery execution, this position operates at a portfolio level, driving delivery excellence, resource planning, reporting consistency, continuous improvement, and operational effectiveness across multiple Agile teams.
Key Responsibilities – Agile Delivery Leadership
- Lead, mentor, and develop a team of Scrum Masters and Junior Project Managers.
- Establish and enforce Agile delivery standards, governance, and best practices across the CDO portfolio.
- Ensure Agile ceremonies are consistently executed and aligned to organizational objectives.
- Monitor team health, delivery predictability, sprint performance, and execution quality.
- Provide coaching and guidance on Agile delivery practices, stakeholder management, and delivery accountability.
- Drive adoption of standardized delivery frameworks, templates, and reporting processes.
Portfolio & Program Delivery Oversight
- Oversee delivery execution across multiple concurrent initiatives, products, and programs.
- Ensure dependencies across Reporting, Data Engineering, Data Governance, Analytics, and Business teams are proactively managed.
- Review and challenge delivery plans, forecasts, timelines, and risk mitigation strategies.
- Manage intake prioritization processes in partnership with Product Owners and Program Leadership.
- Drive cross-team coordination and resolution of delivery conflicts and resource constraints.
- Escalate significant risks, delays, or delivery concerns with recommended corrective actions.
Leadership Reporting & Executive Communication
- Develop and maintain portfolio-level dashboards and executive reporting.
- Provide leadership with visibility into delivery health, roadmap execution, capacity utilization, risks, dependencies, milestones, and team performance trends.
- Translate technical delivery status into concise business-focused updates for executive audiences.
- Prepare content and reporting for quarterly reviews, steering committees, and leadership meetings.
People Leadership
- Conduct coaching and mentoring for Scrum Masters and Junior PMs.
- Foster a culture of accountability, collaboration, continuous improvement, and delivery ownership.
Process Excellence & Continuous Improvement
- Define and implement delivery KPIs and operational metrics.
- Analyze delivery performance trends and identify improvement opportunities.
- Standardize status reporting, RAID management, capacity planning, sprint reporting, and portfolio dashboards.
- Lead Agile maturity assessments and transformation initiatives.
- Continuously improve delivery governance and operational effectiveness.
Required Qualifications
- 12+ years of experience in Project Management, Program Management, Scrum Master, Agile Delivery, or related roles.
- Minimum 3+ years leading Agile teams or Scrum Master teams.
- Strong understanding of Agile, Scrum, Kanban, and enterprise delivery practices.
- Experience managing multiple concurrent initiatives and cross-functional dependencies.
- Demonstrated ability to lead delivery governance and executive reporting.
- Strong stakeholder management skills across technology and business organizations.
- Proven ability to influence outcomes and drive accountability without direct authority.
- Advanced experience with Jira, Azure DevOps, Smartsheet, Microsoft Project, Power BI, and Microsoft Office Suite.
Preferred Qualifications
- Experience within Data, Reporting, Analytics, Data Governance, or Data Engineering organizations.
- Experience supporting enterprise-scale transformation initiatives.
- PMP certification.
- Certified Scrum Master (CSM), PSM, SAFe Scrum Master, or equivalent certification.
- Experience working within a regulated or highly governed environment.
- Experience building and managing Agile delivery metrics and KPIs.
