The Design Manager is responsible for leading multidisciplinary design coordination and integration across all works contracts and systems packages within a major infrastructure programme.

This role ensures that all design outputs are fully integrated, consistent, and aligned with project requirements, operational constraints, system interfaces, and statutory expectations within a highly regulated and technically complex environment.

Key Responsibilities

  • Design Leadership & Integration
  • Lead multi-disciplinary design coordination and integration across all relevant works contracts and systems packages
  • Drive alignment of design outputs across civil, structural, architectural, building services, E&M, and system-related disciplines
  • Ensure that all designs are fully integrated, consistent, and aligned with overall project objectives
  • Design Management Framework
  • Establish and implement the design management process for the PDMC, including:
    • Design submission protocols
    • Review workflows and approval cycles
    • Comment management and resolution tracking
    • Decision records and technical coordination procedures
  • Ensure structured, auditable, and consistent design governance across all packages
  • Design Baseline & Consistency Control
  • Maintain oversight of the integrated design baseline across all contracts
  • Ensure consistency of design assumptions, criteria, and parameters across disciplines and packages
  • Manage configuration control and ensure that design changes are properly coordinated and documented
  • Technical Design Reviews & Coordination
  • Coordinate and lead technical design reviews involving:
    • Civil, structural, architectural, building services, and E&M disciplines
    • System-related and interface-sensitive packages
  • Ensure design interfaces, requirements, constraints, assumptions, and constructability considerations are fully addressed
  • Support multidisciplinary coordination to ensure designs are integrated, congruent, and consistent across the programme
  • Interface & Requirements Management
  • Ensure that interface requirements across contracts, disciplines, and systems are clearly defined, coordinated, and resolved
  • Integrate authority comments, operational constraints, and technical requirements into the design development process
  • Support the Client’s integration function on requirement compliance, interface design management, and integration risks
  • Digital Design & BIM Coordination
  • Work closely with BIM and CDE teams to maintain project-wide design coordination using federated models and digital collaboration platforms
  • Ensure that digital design deliverables are aligned, coordinated, and compliant with project standards
  • Promote effective use of digital tools to enhance integration and clash avoidance
  • Risk, Compliance & Issue Resolution
  • Identify and escalate technical conflicts, non-compliances, and gaps in design development
  • Address constructability issues, design safety concerns, and coordination risks across packages
  • Ensure alignment with applicable standards, statutory requirements, and authority expectations
  • Support assurance processes to ensure designs meet required compliance and quality standards
  • Technical Alignment & Standards Interpretation
  • Coordinate with technical advisory functions where interpretation of applicable standards and baseline criteria require alignment or clarification
  • Ensure consistency in application of project standards and technical requirements across all design packages
  • Facilitate resolution of complex technical issues requiring cross-discipline input
  • Documentation & Traceability
  • Ensure all design decisions, review outcomes, and technical resolutions are properly documented and traceable
  • Maintain clear audit trails for design development, approvals, and integration outcomes
  • Support reporting requirements for project governance, client briefings, and assurance reviews

Key Requirements

Qualifications & Experience

  • Degree in Engineering, Architecture, or related discipline
  • Minimum 15 years’ experience in design management for large-scale infrastructure or major development projects
  • Proven experience in multidisciplinary coordination and design integration across complex, multi-contract environments
  • Experience in projects with significant system interfaces and stringent regulatory requirements preferred


Technical Competencies

  • Strong knowledge of multidisciplinary design coordination (Civil, Structural, Architectural, Building Services, E&M and systems)
  • Experience in design management processes, review workflows, and integration frameworks
  • Familiarity with Hong Kong statutory processes and authority engagement
  • Experience in BIM-led coordination and digital delivery environments
